Personal Profile


Mr. Liu Lei boasts profound theoretical expertise in innovation and IP policies, coupled with extensive hands-on experience in intellectual property management for pharmaceutical enterprises. He possesses solid capabilities in pharmaceutical patent portfolio planning, risk control and dispute resolution. Currently, he serves as Executive Director of the Intellectual Property Management Center at Jiangsu Nhwa Pharmaceutical Co., Ltd.


During his tenure at the pharmaceutical group, he explored and refined a centralized management model tailored to the group’s full-spectrum IP operations, taking overall charge of the group’s practical administration covering patents, technical secrets, trademarks, copyrights, domain names and other IP assets. He once led his team to successfully invalidate key Chinese patents held by the originator of adalimumab, the world’s top-selling biologic drug. Under his stewardship, the enterprise has been accredited as a National Intellectual Property Demonstration Enterprise and a Jiangsu High-Value Patent Cultivation Center. The company has won one China Gold Patent Award, one China Excellent Patent Award, and three first-class municipal-level patent awards.


Prior to joining the industrial sector, Mr. Liu spent 17 years working at the China National Intellectual Property Administration (CNIPA). He held multiple posts covering business coordination, general administration and policy research, and previously served as Deputy Division Director of the former Patent Reexamination Board. For many years, he presided over the examination, reexamination and invalidation proceedings of invention patents in pharmaceuticals, chemical engineering and related technical fields. He led or participated in dozens of research projects on macro IP policies and patent examination practices, and has published numerous academic papers.
Mr. Liu has been recognized as a High-Level Talent of CNIPA, Jiangsu Provincial Leading IP Talent and Gusu Leading IP Talent. He has also been enlisted in the IP expert pools of multiple intellectual property protection centers and relevant institutions.
