Guiming Liu  is former Second‑level Inspector and Division Director of the Chemistry Department at the Patent Office of the China National Intellectual Property Administration (CNIPA). In 2012, he was selected as one of the first cohort of leading talents by CNIPA. He has conducted in‑depth research on biomedical innovation and patent protection strategies. Mr. Liu has participated in the development of multiple national pharmaceutical IP policies and has been involved in various Sino‑US pharmaceutical IP negotiations as well as international multilateral consultations. He has served as a visiting professor and graduate supervisor at Peking University, the Shanghai Institute of Materia Medica, and Nanjing University. He received his Bachelor’s degree from Peking University in 1985, a Master’s degree from Peking Union Medical College in 1991, and a Master of Laws in Intellectual Property from the John Marshall Law School (USA) in 2004. In recent years, he has published over 20 research papers and books, and has taken part in multiple major national research projects.
